This is an official video of a hearing at the Senate Judiciary Committee in Tennessee. On February 27, 2007, Attorney Kenneth M. Phillips spoke against the one-bite rule at this hearing. This was part of a campaign to convince the legislature to pass five bills he wrote.
The bills passed soon after. They gave the state a strong dog bite law and increased the penalties for harm done by a vicious dog and for attending an organized dog fight.
